Outside the arts, Naghshineh pursued a professional career in public service. He worked in telecommunications administration and eventually rose to the position of Deputy Director General of Telecommunications Affairs at the Planning and Budget Organization. He retired from government service in June 1962, balancing a distinguished bureaucratic career alongside his artistic pursuits.
