Sometimes there are three or four people who visit some of the time, sometimes after receiving no money. Some of the people who were photographed in this album did not understand the local spoken language. You’ll see far fewer panhandlers in the downtown area, and that’s because of a city ordinance that makes it a no-begging zone.
