Ali Asghar Hekmat worked immediately and started searching for a suitable location for the university with the help and advice of the French architect, Andre Godard, who served as an engineer at the Ministry of Education. After a lot of searches in the building, they selected the gardens and lands of the day around Tehran for the construction of the University of Jalaliyah.
