Princes and Qajars, clerics and scholars, lords and nobles, merchants of the merchant business, owners with at least 1,000 USD of property and craftsmen and managers from well-known classes with well-defined classes. The electors included 156 delegates, of which 60 were allocated to Capital and 96 were allocated to other states.
