A state actor is more than just a representative of government power—it is a reflection of how authority operates, influences, and sustains itself within society. Traditionally, the term refers to individuals or institutions that act on behalf of a sovereign state, carrying its authority into action. These include political leaders, military forces, intelligence agencies, and public institutions such as courts and law enforcement.
