While the Turkish state had intermittently negotiated in secret with the PKK since 2006, the new effort was more public and concerted than anything that had come before. The efforts to secure a modus vivendi with Kurdish actors held great promise, with the potential for important political, strategic, and economic benefits if a lasting peace could be achieved.
