A Director may get hired after a film gets the green light to go into production. In many cases, though, they are part of the filmmaking process from the very beginning, which means the development phase. They themselves may be the Screenwriter on a project or collaborate with that person to get the script to a place where studios, production companies, and financiers want to back it.
