Many modern apartment buildings in Tel Aviv include built-in reinforced safe rooms. These are legally required in newer construction and provide the first line of protection during warnings.

Where homes lack safe rooms, residents resort to city-maintained public shelters or underground areas like transit stations or parking lots, especially during intense alert periods. The Tel Aviv municipality maintains and regularly services public shelters — often with automatic opening systems triggered by alarms, seating, ventilation, and communications — and maps showing their locations are part of local emergency preparedness planning.
