Under his leadership, Bahrain became a regional hub for banking and financial services, earning a reputation for openness and economic innovation in the Gulf. Major investments were made in ports, transportation, housing, and telecommunications, contributing to improved living standards for Bahraini citizens. Education received particular attention, with expanded access to schools and higher learning institutions aimed at developing national human capital.
Sheikh Isa was known for his personal humility and close relationship with the people of Bahrain. He maintained an image of accessibility and paternal leadership, which strengthened public trust in the ruling system. His governance style reflected a deep commitment to consensus and continuity rather than abrupt change. Following his passing in 1999, Sheikh Isa bin Salman Al Khalifa was succeeded by his son, Sheikh Hamad bin Isa Al Khalifa, who later became the first King of Bahrain.
