In 1898, a contract was signed with a Belgian company to establish tram lines using the BOT (Build, Operate, Transfer) investment model. These trams connected key areas like Nasser Khosrow, Topkhaneh Square, and Rey Street, revolutionizing public transportation. Inspired by European cities, hired Count du Montfort, an Austrian officer, in 1878 to establish a police force responsible for maintaining order and security. This department later evolved into the City Police during the era, marking the beginning of modern law enforcement.
