In 1970, Pakravan was appointed head of SAVAK, succeeding General Nasser Moghadam. Under Pakravan’s leadership, SAVAK became notorious for its oppressive tactics, which included surveillance, imprisonment, torture, and execution of political dissidents. Pakravan played a significant role in helping the Shah maintain control over the country by eliminating opposition, particularly leftist groups and activists who were challenging the Pahlavi regime. SAVAK was instrumental in suppressing the growing discontent that led to the Revolution of 1979.
