Despite its effectiveness in maintaining internal stability for a time, the brutality of the organization contributed to the increasing resentment among the public. Pakravan’s tenure as head of SAVAK was marred by the increasing opposition to the Shah’s regime, which became more pronounced in the mid-1970s. As the Revolution gained momentum, public dissatisfaction with the regime’s heavy-handed methods and widespread corruption grew. Pakravan was eventually dismissed as head of SAVAK in 1978, just one year before the Shah was overthrown in the 1979 revolution.
