The agency’s notorious tactics, including widespread surveillance, arbitrary arrests, and torture, earned it the label of one of the most feared security organizations in the Middle East during its time. SAVAK also played a critical role in the Shah’s attempts to modernize Iran by maintaining strict control over the social and political environment. This iron grip, however, deeply alienated large portions of the population, particularly left-wing groups, workers, and the religious community.
