Farrokh was the first nuveau film maker. He was the son of Hassan Ali Khan Moavendoleh. He completed his film studies in France, after graduating the Boarding school he attended in Europe. His two masterpieces are the Hunch back, and Jonobeh shahr. He was the Chairman of the Shiraz Arts Festival, and the director of the Radio and Television.
In 1950, he moved to Paris, where he served as assistant to Henri Langlois at the Cinemateque Francias, and from 1951 to 1956 as the executive secretary of the International Federation of Film Archives. Following his return, he succeeded in having the National Film Center (Kanun-e melli-e film) established in the Archeological Museum and arranged its official inauguration in December 1949.
